In the first half of 2025, Kazakhstan’s construction industry showed significant acceleration: the volume of completed works grew by 18.4% year-on-year, compared to 8.6% a year earlier.
The main driver was government-led infrastructure projects — construction and modernization of utility networks, transport highways, and social facilities. Particularly strong growth was seen in the engineering structures segment: +29.2%, accounting for more than half of the total construction volume.
Housing construction
Around 7.9 million sq. m of housing were commissioned, up 6.6% compared to the previous year. However, growth is slowing down: the residential segment added 15.8% versus 22.4% in 2024. The majority of financing comes from private developers and households (93.3%), while the state share remains modest — about 4%.
Role of small businesses
Small enterprises continue to play a crucial role, accounting for over 50% of all construction works. This highlights the diversification of the sector and the strengthening of competition.
Regional dynamics
The highest growth was recorded in:
Meanwhile, oil-producing regions showed a decline: Atyrau region — minus 22.9%, West Kazakhstan — minus 20%. This is due to the completion of large oil and gas projects that previously supported construction activity.
Outlook
Experts expect positive momentum to continue in the coming years. Key growth factors include implementation of infrastructure programs, rising private investments, and adoption of modern technologies and energy-efficient solutions.
The construction sector is becoming one of the main drivers of Kazakhstan’s economy. However, sustainable development will require not only quantitative growth but also higher quality, innovation, and energy efficiency in projects.
